[Hampshire] opening ports on local host fedora core 6

Hello I am trying to get TOR to run on my Fedora core 6 i386 laptop. Now
reading the gudie it says that ports localhost 8118 and 9050 need to be
open. However nmap indicates that they are closed. How do I go about
opening up local host ports ?
